Dear humans of OYAAGAA (Earth): We are an exploring expeditionary group from a cold Star whose name, expressed phonetically, can be verbalized in Spanish thus: UUMMO.

 

We live temporarily in your world, mingled among you, since our anatomical morphology is similar to yours.

 

We know how difficult it is to accept this statement of ours. The most prudent stance for you is not to accept our identity if we do not provide you with sufficient proof.

 

We urge you always to act this way. Never endorse a statement, or any hypothesis that is not associated with a sufficiently predictive mathematical model of behaviour or that can be verified with genuine rigour. Do not rely only on inductive or deductive dialectical methods. What you call in English “common sense” must not be taken as a standard for scientific formulation. That “common sense” is obtained by induction, and intuition, although you find it valuable at times for solving a problem or creating models of ideas, structuring networks and systems and even producing artistic creations, is also a source of serious errors.

 

“Common sense” and intuition are a source of serious errors. These forms of mental process dictate to you phenomenological notions which you yourselves have discovered to be false.

 

Thus the popularly accepted sophisms that a steel ball falls faster than a globule of cotton, that time flows at the same rate for a traveller as for his brother who remains relatively static, or that the mist a YIEE (woman) sees rising from a vessel of boiling water is water vapour (vapour is invisible; what is perceived visually are fine spheroidal droplets of liquid water).

 

The failure of many schools of thought on Earth lay in accepting as truths concepts that came from common sense, from intuition, from human testimony, from the hypothetical revelation of numinous beings or from sensory perception.

 

But you may ask us why we do not back our identity with consistent proofs.

 

On other occasions we have insisted on the family of reasons that prevent us from doing so. Note that our Reports are always didactic. When we speak of IBODSOO UU or of the Multicosmos we never offer you a mathematical model of it, nor the way to isolate and measure the parameters that make it possible to build it.

 

Weigh the motives for our inhibition.

 

Our UAA (moral law) forbids us to interfere in the evolutionary process of the culture of another galactic humanity. If we did so we could cause terrible distortions in its Social Network. A body of knowledge cannot be assimilated abruptly; it requires a long interval of progressive flow in the brain. If we provided you with advanced theoretical models of the behaviour of masses, information and energy, these would be used immediately for unethical ends. For example, a technology that would allow you to solve the problem of cancer implies a deep knowledge of certain sequences of nuclear DNA and means of controlling their alterations, which would in turn serve to create terrible biotechnological weapons that would cause more deaths in the population and more suffering for the Social Network than that generated by these atypical histological formations.

 

It is clear that not a single fraction of very advanced knowledge in, for example, the crystallography of new materials can be given to you without simultaneously providing you with the advanced mathematical equipment, a new paradigm of physical laws and with it an advanced conception of biological networks. That is, providing you with a technology at our level is not possible without simultaneously teaching you almost the whole body of our knowledge. Can you imagine it having been possible in your Middle Ages to teach some alchemists the behaviour of a superconductor without first giving them information about Differential and Integral Calculus, Quantum mechanics, Wave physics, Maxwell's Laws, Electronics, Thermodynamics and with it the technological applications in cryogenics, electrical engineering and electronics, apart from clear ideas about chemistry, crystallography ...? And who in that era would have built the components of the laboratory without an industrial infrastructure, and with it a political-economic order that was unthinkable at that stage of medieval humanity? How long would they have needed to train an engineer in that era? How, moreover, would his training have been possible in a social environment in which any idea or phenomenon outside the theological conceptions of thought of the time was branded as diabolical?

 

Those of your brothers who ask us for some scientific contribution from among our lofty knowledge do not have the remotest notion of the consequences that would follow if we dared to satisfy them.

 

Of course we could dose that flow of data very slowly so that it could be digested progressively.

 

That is what we are doing with our reports. That, on the other hand, is what you are doing through your scientists and thinkers: discovering the laws of Nature step by step

 

We therefore have not the slightest interest in whether or not you believe that we come from UMMO; we prefer a prophylactic scepticism that will allow you to pursue your own evolution without neohumanist disturbances.

 

On the other hand, the tactic of working anonymously without identifying ourselves is very valuable for us. We urgently need to study the turbulent evolution of your culture, institutions and geopolitical tensions without these suffering interference. A very open intervention on our part, making ourselves known, would cause such a stir and such excessive, exalted interest on the part of journalists, scientists and statesmen that it would mean a serious alteration of the very sample we are trying to analyse.

 

Having reached this point, we must reveal to you that despite everything we have been obliged to carry out important interventions.

Men of Earth. Our ethics forbid us to violate the principle of non-interference in the free evolutionary course of the Social Network of a cold star inhabited by intelligent and human brains. We come from a planetary entity situated about fourteen light-years from Earth, and our exploring group has lived among you since 1950 -29 March (Earth date)- mingled with the population of various countries. On that memorable occasion our topographical landing point was located near a small town in the south of France.

 

We were able to study your languages, roles and customs, and endowed as we are with an anatomical body of morphological features similar to that of the Earth species “Homo sapiens sapiens”, we can move about on Earth without needing to identify ourselves.

 

We have not come to disturb you, much less with aggressive intentions. Our mission is centred on studying the millennial culture of Earth, for us brimming with exotic richness. We have been impressed above all by the multiform variety of your ethnographic customs and your prodigious advance in the area of artistic expression, the only aspect in which you surpass us by an appreciable margin.

 

On the other hand our level of knowledge of the physical-biological structure not only of the perceptible universe, but of the global cosmological system to which the astrophysicists and cosmologists of Earth still have no access, is very much higher.

 

Our planetary star consists of one great continent. Our social system is not broken up into fragmented subnetworks. We have a central system of control or government run by OEMMII (Humans of UMMO) selected according to their neurocortical development and assisted in their decisions by an extensive information-processing network, designed to take intelligent decisions, plan the complex system of economic and social relations and advise and direct, by guiding patterns, the complex network of interactions in fields as diverse as scientific research, education or the administration of corrective factors for the moral conduct of all individual entities.

 

Our studies on Earth extend to its geological and meteorological characteristics, its biosphere and corresponding ecosystems, and also to the analysis of the characteristics of the planetary System of the star to which you are bound.

 

We have taken to UMMO unpublished Documents of great archaeological value, samples of artefacts made by various cultures, and an extensive collection of biological and mineral structures.

 

Artefacts of small dimensions (small furniture, tools, parts of machines, components of technical systems) have been transferred and reproduced by the IBOOUAXOO ONNEE technique (a System that makes it possible to analyse the structure of an object molecule by molecule and reproduce it with precision). The originals have been returned to Earth. We keep many objects discovered by us which will be of enormous historical interest to you and which we will return to you in due course.

 

We have not taken any human being from Earth to UMMO. It is not possible for us, for reasons of biological incompatibility, to plan an experiment of mutual fertilization between a human of Earth and one of UMMO.

 

Some of your brothers of various nationalities, through the telephone dialogues we hold with them, ask us for an intervention, or at least a guidance that would make it possible to shape a society like that of Earth, abruptly dislocated, which generates a multitude of sources of physical and moral suffering for its members.

 

It seems evident that a contribution from us revealing to you almost magical formulas to combat diseases as serious as atypical alterations of tissues, serious heart diseases or viral attacks on the immune system, as in the case of what you call acquired immunodeficiency (Syndrome), technological formulas for the economical and non-polluting production of energy, biotechnochemical schemes for the massive and cheap production of food proteins and lipids, and practical systems of government that would allow a social configuration in keeping with distributive justice and respect for basic rights... would make it possible to restructure a humanity that could almost be likened to an Eden.

 

You may be tempted to see in us redeeming angels, new

messiahs capable of freeing you from hunger and poverty, oppression, injustice and the wickedness of your fellow beings.

 

The contradiction with our conscious inhibition is all the more paradoxical, incomprehensible and apparently selfish, when we can admit in all honesty that we possess such formulas, which in principle we could give you.

 

Our biotechnology has left behind the time when diseases decimated us as they do you. The genetic control of our tissues and the systems for mastering any viral or single-celled infectious organism, that is, any pathogenic agent, were achieved long ago.

 

We can generate energy easily, by confining antimatter in antigravitational suspension inside a vacuum enclosure and gradually releasing its mass, which we make impact with an equivalent of ordinary mass, then channelling the energy resulting from the fusion process.

 

With such a source of energy, the technology of transmutation of chemical elements presents no problems.

 

We can moreover produce, with great economy of resources, not only proteins but any molecular mass (Iron, Titanium, Caesium, Pentane, Haemoglobin, complex derivatives of Silicon and Germanium...) from raw materials as simple as water, Oxygen or sand, and further still: we can produce whatever quantities we need of any artefact or object (Tool, furniture, works of art, prepared food.) by means of the IBOOUAXOOO ONNEE system already mentioned. It is enough for us to have an original pattern. The transmitting equipment scans molecule by molecule in its spatial arrangement, molecular layer by layer, and the information is sent to multiple receivers which reproduce the original structure at great speed, also layer by layer. This technique constitutes our principal organization of the productive system of consumer and capital goods. Its social costs are minimal, and the enormous capacity for generating products makes them affordable to all my brothers of UMMO. The problem of scarce supply of goods, which on OYAGAA causes brutal distributive imbalances through shortage and the subsequent rise in their price, we overcame a very long time ago.

 

Evidently we have also succeeded in shaping a monolithic social organizational system, not split by division into nationalities and linguistic forms of expression, and governed by highly rationalized formulas of government that prevent any temptation of a totalitarian turn.

 

Such a panorama must be for you an enviable model to copy, and it may be disappointing for you that we refuse to transfer to you such idyllic canons, apparently capable of transforming OYAGAA (EARTH) into a paradise.

 

We invite you to reflect at length on this hypothetical possibility and discover the great fallacy contained in this evanescent illusion.

 

Trying to abbreviate our reasoning, it is evident that if the brain of the OEMMI of Earth were equivalent to ours, the transfer of our socioeconomic, technological and cultural model would be fully possible (whether it would be advisable is another matter). The transfer would have to be made slowly in order to avoid dangerous imbalances, but in the end it would make possible the shaping of a Network very similar to ours.

 

Note, however, that even in this hypothetical case (identical encephalon) such a transfer would be useless and devoid of meaning, for without any need for us to provide you with information, the collective intelligence and harmonious disposition of your brains would allow you by yourselves to reach an analogous result in an equivalent period.

 

 

But the self-deception in such reasoning appears in all its crudeness if you consider that it is impossible, at a given stage of cerebral evolution, to assimilate advanced schemes and patterns of behaviour without seriously compromising the stability of the social network.

 

Precisely the terrible tragedy of OYAGAA (Earth) is centred on what is for us a very strange disharmony observed among the different brains that make up the whole of the OEMII of your Humanity.

 

On almost all the cold stars we know, including our own, there are neurophysiological differences within the same cerebral scheme. This means that the levels of intelligence and emotional response of the various individuals of the network are inevitably different. Yet the dispersion is not excessive: subjects affected by atypical psychoneuronal features (far below or far above the mean) are true rarities.

 

Among you, the distribution is not only affected by an enormous dispersion but is even multimodal.

 

In short, we observe on Earth configurations of the nervous network that are not only dispersed but affected by different schemes of internucleoganglionic connections. Not only represented by the different ethnic groups but within each of them.

 

That is not the most serious thing. The nerve trunk, at the levels of the central reticular nucleus of the cuneate fasciculus, the caudal pontine nucleus and the oral reticular nucleus of the pons, as well as certain nuclei within the environment of the limbic system (We use the terminology familiar to Spanish-speaking neuroanatomists), presents dendritic formations typified quite properly as paleoencephalic, for their networks engram patterns of instinctive action inherited from your animal ancestors.

 

They modulate patterns of aggressive or compulsive behaviour so sensitive to the physical-biological environment that they not only obstruct the freedom of decision shaped in the cortex but push it towards irrational and savage practices, very dangerous ones, since they are endowed with an emotional aura that was unknown in your mammalian ancestors.

 

This explains sadosexual behaviour, psychopathic criminal reactions, the generation of pleasure in torturers, delirious compulsions for domination and the obtaining of wealth with absolute contempt for the rights of the brothers harmed...

 

We are revealing nothing to you in these paragraphs that you do not already know.

 

An advanced technology, organizational methods, an extensive bank of information, in short, in the hands of irresponsible brains endowed with an animal paleoencephalic neuronal network, is like a high-powered explosive left in the hands of an infant a few years old.

 

You have created a social “order” deliriously structured, in which technological power, economic power and information are manipulated, not by the intelligent creators of emerging systems or networks, but by the sickest or most paleoencephalic brains of Society. It even reaches the delirious absurdity that the watchdogs of the Moral Law (UAA) are not honest scientists but fanatical leaders of certain religious communities who falsify the UAA at their whim and in their own interest.

 

The social network of OYAGAA is in the hands of certain foci or centres that hold economic power. Any idea, invention or creation of a model that may in principle be generated by another OEMMII or group of OEMMII outside those decision-making centres ends up inevitably being engulfed and controlled by the former. If the idea, philosophy, system, scientific model or technological conception is not useful to their interests, or tends to choke off their capacity for power, or to crack the iron edifice on which their capacity for religious, political or economic domination rests, those centres have powerful means to discredit the idea, block the development of the model and prevent its dissemination or application.

 

If the idea or network model is useful to them for reinforcing their interests, they brutally distort its field of application, and a system that could find application in solving the poverty of what you call the “Third World”, or in thwarting the advance or spread of some serious diseases, or in alleviating the shortage of energy and thus securing higher levels of well-being, is rapidly channelled towards technological destinations akin to military power, when it is not monopolized by gigantic business networks for the purpose of obtaining maximum profit, generating intense distortions in the markets and annihilating the possibility that other systems that could benefit the Social Network might reach full development.

 

We are presenting to you, in a fleeting flash, an image of the environment in which you live that is familiar to you. How can you so naively ask us to provide you with that classified information, capable of being transformed technologically? How long do you think it would remain in your hands? What do you think corrupt politicians, greedy businessmen, espionage networks and military infrastructures would do with it?

 

At the present stage of Science on OYAGAA, a restructuring of your political leadership following ethical patterns whose content is familiar to you, which would result in an efficient planning of the economy, a socialization of resources and an efficient orientation of research and technological applications, would effectively solve a great many of the pressing problems we have described in previous paragraphs.

 

The problem lies not in a lack of resources, nor in a meagre endowment of scientific models that could make the change possible. If such a restructuring of your social order is still utopian and unrealizable, it is precisely because of the serious structural deficiencies of your brains

 

 

IS A MORE SCIENTIFIC MODEL OF SOCIETY NEVERTHELESS POSSIBLE?

 

A first analysis of this situation will reveal to you that such inevitability is not deterministic and rigid, and that there exist faint paths that could make possible certain ways of attenuating so depressing a reality.

 

Above all, abandon all hope that short-term mutations will occur in your genomes that would allow the brain to be remodelled, eliminating the harmful networks that drive you to alienating behaviour. The day when you will be able to proceed to a controlled mutation through techniques of genetic biotechnocontrol is also still far off.

 

A real solution would rest on the intervention of an intragalactic Social network such as ours or another that visits you, which agreed to take control of the levers of power of OYAGAA.

 

It would be easy for us to present ourselves to you, providing proof of our identity. We possess powerful coercive means, and an expedition no more than eighteen times the size of the nucleus of brothers who are visiting OYAGAA at this moment, equipped with technical means we would bring expressly from UMMO, would suffice to “bring to their knees” the political leaders of the most powerful nations of your continents and make them hand decision-making power over to us. The smaller national entities would not dare to put up the slightest opposition, for we have expeditious means to choke off all resistance, even without needing to cause the death of the opponents.

 

We would proceed immediately to reunify the various nationalities into a single planetary unit, whose governing summit, for as long as the process of remodelling lasted, would be run by my brothers appointed by UMMOAELEUUEE (Governing Centre of UMMO)

 

The immense majority of the subordinate governing bodies, within an organizational infrastructure that we would impose following a scientific model specially designed for you, would be directed by brains of OEMMI of Earth chosen by us according to their neurocortical structure.

 

These humans would first follow a rapid training course in centres designed by my brothers. This would mean that, in a first stage of reconversion, many of the present rulers would remain in power under very strict instructions from our central government. Other leaders would be replaced by humans distinguished by their honesty.

 

This first stage would be characterized by the appearance of numerous foci of resistance, sabotage and nationalist and religious hysteria. By then we would have multiplied our forces from UMMO. Specialized teams assisted by my brothers, constituting an inevitable (at this stage) police force, would go to the foci of subversion. We have agents that paralyse neuroencephalic activity without producing lesions. We would isolate these OEMMII, who would go to re-education centres. It is evident that the overall treatment these humans of Earth would receive would be very pleasant for them.

 

Our programme of education for the OEMMII of OYAGAA would require an initial rigorous separation of the children from their parents in order to prevent the ideological contamination of the former.

 

Education would be centred on a cultural matrix comprising exclusively models of knowledge native to OYAGAA, with the rigorous exclusion of contributions from UMMO. We would select only those patterns of scientific, ideological, artistic and folkloric data that my governing brothers did not consider vitiated by serious conceptual errors.

 

Religious ideology would be centred on the moral teachings of JESUS of Galilee. The other creeds would be taught in the context of the historical sciences. Those ethnic and local customs that did not harm cultural evolution, health and the harmonious structure of the Social Network would be respected.

 

Of course all the instruments and technological means designed for destruction, both strategic and conventional, would be eliminated, and the usable part would be reconverted for civilian purposes.

 

A slow reconversion of the industrial infrastructure would be carried out following the patterns of an economic model based on the socialization of the Network. A model that would be drawn up by a convention of specialists of OYAGAA under our guidance.

 

The socialization of the international stock of means of production would be carried out through intermediate steps. In a first stage, which you might call cooperativist, the management and profits of companies would be administered by the workers of the production chain, according to a model of distribution of functions and benefits based scientifically on psychophysical parameters of the members of that company.

 

Slowly there would be progress towards intermediate stages in which management, coordination and benefits would be directed by regional Social Networks, led by a summit of OEMMI elected democratically, but controlled in real time by all citizens.

 

Since in parallel notable progress would have been made in building an information-processing Network capable of programming itself, the third stage would allow a centralization of economic activity following a reliable model of planetary management and distribution of income based on econometric, meteorological, social and environmental-pollution parameters, etc., obtained in real time, making it possible to modify daily the rational direction of that policy at planetary level.

 

During these phases the role of my brothers would be limited to an advisory tutelage, allowing political and economic freedom of management to the designated governing bodies (Democratically in the middle and lower strata and through intellectual selection by us at the international summit), my brothers confining themselves to pointing out the most serious errors that might have a certain significance in their applications.

Our indications would not be binding. The regime of interaction between the two centres of direction (UMMO Commission and Central Government of OYAGAA) would be limited to flows of information towards my brothers and consultative assistance on our part.

 

However, the forces of coercion (police) would be directed by UMMO and assisted by specialists from our cold Star.

 

Their agents would be exclusively humans, equipped with special coercive technology (This would be one of the very rare exceptions in which we would contribute techniques of our own) capable of paralysing the neurocortical function of all mammals located within a specified radius of activity for a defined time. (The use of this technology would be tolerated but not the revelation of its technological bases, for which even the self-destruction of the equipment has been provided for in the event of an attempt to remove it from our control).

 

We would also impose a new model of legal framework and a model of penal rehabilitation based on modern and powerful systems of psychopathological and re-educational treatment based on moral patterns inspired by the genuine doctrine of Jesus of Galilee.

 

In the first stage of our intervention, as you will be able to observe, our level of control would be almost absolute. We have planned a progressive decline of this function, gradually transferring authority to bodies of OYAGAA as a model of planetary civil Society took shape, more in keeping with scientific lines and the moral teachings of your OEMMIIWOA (Jesus).

 

IN WHAT CASE WE WILL INTERVENE

 

This model of intervention is of course hypothetical. We would never agree to interfere in your social evolution under conditions of natural progress.

 

We seriously consider intervening only AND WE ARE GOING TO DO SO IN THAT CASE when we detect an imminent risk of the destruction of your Social Network by a conflagration with nuclear, Plasma or biotechnological weapons (We do not consider that a conflict with the exclusive use of chemical weapons would cause the extinction of the species.)

 

We insist: Only the certainty that the OEMII of OYAGAA is going to disappear from his cold Star would give us the moral argument for an intervention, and in that case we would not confine ourselves to halting the process of mutual annihilation; our expeditionary group, increased in forces and technical means, would proceed according to the scheme summarized in the previously typed paragraphs.

 

It is difficult to evaluate the level of probability of this happening, which moreover fluctuates with time. But we have already prepared, since 1975, an emergency plan that is definitive (although its model is modified periodically in its non-structural lines), which began to take shape when my brothers DEEII 98 son of DEEII 97 and YU 11 daughter of AEIIMM 386 warned UMMOOAELEUEE that the turbulent evolution of the humanity of OYAGAA would make foreseeable, although improbable, the need for an intervention on our part to prevent a collective suicide that would even entail the elimination of lower animal species.

 

The pertinent measures to prevent this emergency were adopted immediately.

 

FIRST: construction at various points of OYAGAA of watertight underground bases equipped with means of self-sufficiency in oxygen, water, energy and food products. A second reinforcement expedition would immediately leave UMMO with large consignments of technological coercion equipment, in order to secure its control over the following nations:

 

Federal Republic of Germany, Italy, Romania, Albania, Spain, France, Japan, Republic of Vietnam, North Korea, Angola, Republic of South Africa, Israel, Iran, Pakistan, Australia, New Zealand, Indonesia, Mexico, Paraguay, Chile, Indian Union, Brazil.

requirement to proceed with the dismantling of their military infrastructure (except for their police force) until their governing bodies were progressively controlled by my brothers.

 

THIRD: Very soon after the arrival in France of our first expeditionary brothers, and once knowledge of the French language had made it possible to learn in broad outline the sociocultural structure of the inhabitants of OYAGAA (Oyagaa means in our language COLD STAR OF THE SQUARE), they seriously considered the possibility of a massive destruction of life on your geosphere. Specialists in Theoretical Physics of the People's Republic of China had not yet drawn up even a sketch of the theoretical model of a Plasma weapon. The world arsenal of fission bombs was very small and limited to a few nations, and the United States and the Soviet Union (with a certain lead in technical research on the part of the former nation) were in the midst of developing FISSION-FUSION weapons.

 

When we were able to gain access to the secret archives of the French D.B. (Intelligence Service), my brothers realized that the future technical development of new and more sophisticated weapons was already inevitable, that theoretical knowledge in the fields of quantum Physics and molecular Genetics would fatally lead, in less than forty-five Earth years, to an arsenal of destructive means that would result in a destruction of the Earth's biosphere should you fail to perpetuate a sociopolitical balance that could easily be upset at any moment, bearing in mind the neuroencephalic characteristics of the species Homo Sapiens Sapiens.

 

We immediately drew up a first embryonic project of intervention for an extreme case. We had come prepared only to carry out a discreet study of the intelligent biomass and the biological and geological substrate surrounding it, and this was already creating a complication for us. There was no urgency in the fifties. An annihilation of the human species was impossible then, but our prospective data showed clearly that the danger would become real after some time, as has indeed happened.

 

The plan of intervention (Now remodelled) envisaged the need to place under our rigid supervision and control the governing bodies of the already divided and heterogeneous Earth Social Network.

 

A serious problem arose. In the event that a rapid operation to neutralize the operative governmental bodies were decided upon, we had no system of social connection with the Earth Network.

With a bloody model of intervention it is not necessary, at a first stage, to generate connective systems. One proceeds to eliminate physically or capture the enemy's power summit, choke off its defensive means by paralysing them through the disruption of its communications, the annihilation of its command and the destruction of its sources of supply, operational units and intelligence services. Then one imposes a new centre of authority, a strict code of justice and repressive methods aimed at dominating the population through terror, aborting every attempt at resistance.

 

It is evident that, should our UMMOAELEUEE adopt a drastic decision aimed at usurping the government of OYAGAA for the good of its humanity, our strategy and model of government would be very far from that violent scenario.

 

We know that it will not be enough to present our identity and give proof of our coercive capacity before the international bodies for governments to cede their sovereignty, so we would not even waste precious time trying, which would amount to increasing immediate reactivity with a response of resistance.

 

Our concept of NEUTRALIZATION implies methods of access to power without causing serious trauma to the socioeconomic organization, through socio-operative techniques that suppress collective panic or the paralysis of work activity and administrative functions.

 

Naturally we cannot reveal to you the bases of this project, which involves techniques of remote control of the amygdaloid neuronal structures that play a relevant role in aggressive behaviour, and of the corticofrontal and hippocampal dendritic networks, which would block respectively the decision-making capacity and the memory of those brothers of yours involved in the decision-making centres of the State [5]

 

Control would immediately be exercised over the media, in order to modulate step by step public information about this process of change so that it would be assimilated progressively without causing alarm.

 

That gradual awakening of Society's awareness would reach a threshold at which the most intelligent OEMMI would realize that sovereignty had passed to the control of an alien-anthropic entity.

 

On reaching this point we would need the help of human beings of Earth to act as links between my brothers and their compatriots, with a twofold purpose:

 

TO REASSURE THEIR BROTHERS by presenting to them a real image of our aims, our honesty, our peacemaking intentions, and the powerful reasons that would move us to usurp their sovereignty provisionally.

 

To help us grasp with greater impartiality and precision the needs, the frustrations, the levels of anxiety and anguish, the possible situations of injustice that would result from our action, in order to try to correct them on the basis of the data provided by these OEMMII.

 

You must understand that the capacity for communication between two humanities, one of them momentarily subjugated by the other, even if bloodlessly, would be nil had we not foreseen this contingency.

 

The levels of collective anguish, as you felt yourselves dominated by unknown extraterrestrials, would provoke compulsive social attitudes of aggressiveness, terror, suicide, collapse in the organization and activity of the Nation, social paralysis and uncontrolled migratory flows. It would not be enough, for example, for us ourselves to appear on the screens of your Televideo decoders trying to reassure you, since the persuasive capacity of a being typified as “usurping enemy” is minimal.

 

Aware of this hypothetical need, my brothers decided to form in various nations very small groups of OENMII of Earth, to prepare them for that future eventuality in all confidentiality. [1]

 

There were powerful difficulties in tackling this project successfully.

 

We could not choose prominent politicians, since it was precisely they who would have to be neutralized in an event of this kind.

 

The profile of the chosen OEMMII also required that he not be a prominent man of Science, since his critical capacity would demand proofs of our identity, definitive proofs that for profound reasons we cannot provide. Nor would it be possible for us to convince brothers of yours from sociocultural strata of low level, for their impoverished cultural capacity would prevent them from grasping and understanding the body of data we would provide them.

 

On the other hand it was necessary that the chosen humans be relatively integrated in their social environment. A politician or a scientist of Earth tends to become disconnected from his social environment and does not understand its needs well. A person of low intellectual level, although he may know his surroundings, is not capable of making a lucid examination of his situation, much less of expressing it objectively.

 

It was necessary to choose Oemmi (men of Earth) from the middle social strata: engineers, graduates in social and scientific disciplines, middle-ranking businessmen, priests and pastors of various religions, modest administrative specialists and above all doctors, sociologists and psychologists, journalists and specialists in communication techniques.

 

Their psychobiological pattern should present personality features akin to high intelligence, or at least elevated moral conduct, aptitudes open to connection with intragalactic intelligences, interest in various fields of thought and science, and a full conviction of the need for the social order to be founded on moral and scientific guidelines.

 

We ran the risk that our reports would be dismissed as the work of pranksters or of people affected by delusional ideas, or at the other extreme, dangerously divulged so that we would be discovered or their contents would affect the natural and independent social development of your cold Star.

 

In an early period we did not know whom to address: In France, Great Britain and Australia we sent letters of introduction to lawyers, doctors, sociologists and doctors of physical Sciences, to names listed in telephone directories and professional yearbooks. When, with our poor phonetic abilities, we tried to check by telephone whether the content of the report-letters had had any effect, the person at the other end would hang up his handset indignantly. These were texts that had cost us a great deal to produce, since only in Australia (at that time) were my brothers able to find a Briton who, besides his own language, was familiar with French and Spanish, and who agreed to type the texts they dictated to him.

 

My sister UORII 19 daughter of OBAA 17, a specialist in therapeutic techniques, managed in Great Britain to write with one of your machines using her knuckles. [2] Our beloved brother ADAA 66, who would later die on this OYAGAA, victim in 1957 of an unforeseen accident, also learned to type.

On this occasion they were able to return and recover it. But the risk was excessive, and it was decided to eliminate any technical evidence that might fall into your hands.

 

The construction of underground bases led us to think that the problem would be definitively solved if my expeditionary brothers lived in them. A later study of our residential planning determined that frequently entering and leaving these enclosures, situated in wild areas and sometimes detectable by the rural population, presented more danger than mingling with the population of the large cities of OYAGAA

 

So we sought collaborators among your brothers who would type the documentation for us under dictation.

 

We found them in Great Britain, Australia, Canada, Spain and the Federal Republic of Germany. In this last case, a YIEE from a prestigious family, who is today one of our dearest friends on OYAGAA, even agreed to move to Berlin and then cross, at great risk to herself, into the zone controlled by the Authorities of the German Democratic Republic. We will never forget the services she rendered my brothers.

 

We began a prudent attempt to connect with humans specialized in various areas of scientific research. Many of them agreed to examine the contributions in fields as diverse as Topology, Network Theory, Astrophysics and Biology, but with some rare exception all of them received our claims of UMMOAO identity with extreme distrust, thinking that the documents came from some disturbed colleague or from university students endowed with a subtle sense of humour.

 

At that time our priority objective was centred on reciprocating in some way the contribution you were providing us without knowing it regarding the cultural heritage of OYAGAA (EARTH), but we also wanted to analyse gradually, and taking extremely prudent precautions, the impact that might occur in the Social Network if an open contact between both cultures became inevitable (In the case, not yet ruled out, that you captured one of my brothers or several of us, a frank identification would become inevitable, provoking social disturbances that at that time were difficult for our specialists to evaluate).

 

Overlapping with that primary objective was another focus of interest: the already repeated Emergency Plan (scenario of imminent biological destruction of OYAGAA). How could we learn the concerns of the human mass suddenly subjected to the iron direction of beings from another galactic entity?

 

We would have to prepare a select and small network of citizens of various countries. OEMMII belonging to what you call the Mass media, and therefore well acquainted with the concerns and problems of the society in which they are integrated.

 

It was necessary that such humans:

 

BE MODERATELY CULTURED, INTELLIGENT, OF HIGH MORALITY,

WITH AN INTELLECTUAL INCLINATION TOWARDS THE THEMES OF GALACTIC CIVILIZATION.

 

Accept, with prudence but without ruling out the hypothesis of our existence, our identity.

 

COME TO KNOW OUR CULTURE AND HISTORY THROUGH FLUENT COMMUNICATION

 

Naturally the problem arose that they might become addicted to our ideology, intellectual servants of our personalities. This is inadmissible for our ethics. They would have to be urged to remain faithful to their own ideas and knowledge. For this, the only viable solution consisted in providing them didactically with our scientific models without providing them with definitive proofs, and introducing elements of error that would oblige them to maintain reasonable doubts about our identity, diverting their suspicions towards nations, institutions and persons.

 

We could not turn them into our acolytes, traitors to their homelands and to OYAGAA. Our future intention, should we have recourse to their services once that hypothetical plan of Usurpation of power had been launched, would not be centred on turning them into puppet rulers of our governing bodies, but into a necessary chain or connective network, capable of reassuring their brothers through the information they would possess about our culture and intentions, and of providing us with valuable data about the urgent needs and concerns of a Social Network momentarily paralysed by uncertainty and terror at feeling itself dominated by unknown forces.

 

They would therefore act as a bidirectional channel of information between our summit of power and a subjugated humanity. Two-way ambassadors.

 

An unfortunate event that occurred in 1966 made us reflect on the possibility that some other unfortunate event might endanger our plan of keeping our stay on OYAGAA in strict secrecy.

 

At that time we were very concerned about the American project B-45 M 899 to place satellites carrying nuclear payloads in orbit. We were especially interested in obtaining more data about the Saturn 500 F. launcher, whose tests were planned at the Kennedy Space Center complex. We had even already suffered a disturbing incident when OYII 62 son of AANX 2 was detected one night on Merritt Island near the industrial area of the secret base, finally managing to escape by throwing himself into the water of the Banana River.

 

We decided to build a secret base on an Island situated not too far from Cape Kennedy.

 

The project required an exploration of that area bordering the Atlantic Ocean. It was a night in May 1966. At 4 h 12 m local time, four OAUOLELEAA UEWAA OENM (inter-star travel ships) of our UMMO landed in the south of Great Abaco Island, not far from Marsh Harbour.

 

One of them, although it had detected the unusual presence of an OEMMII of EARTH in that spot at such a late hour of the night, could not avoid the accident during its descent.

 

The unfortunate peasant was a few metres from the descent point of our vehicle. He suffered a very serious cerebral concussion due to the intense level of short-wavelength Radioelectromagnetic frequencies.

 

He was immediately taken to our Base in Canada. Embryonic tissue had to be transplanted into him and a complex surgical operation performed, accessing the hypothalamic area through his nasal passages. It was also necessary to access the Hippocampus to erase engrammed information and prevent the entry of data during the minutes following the restoration of his conscious functions. At seven hours forty minutes on that 21 May 1966 we had left him settled at a point not very far from the place where the unfortunate event had occurred. What would have happened if that human had died through our fault?

 

All these problems troubled my brothers. Would it not be better to abandon a cold Star so close to the brink of a catastrophe? It was foreseeable that in the future even a mutual attack might be unleashed so rapidly that it would be impossible for us to control the situation, affecting even the lives of some of our expeditionaries.

 

It was decided nevertheless to continue our work of study and, in parallel, to continue the contacts, forming select groups of humans of Earth in a few nations.

 

By then we had discovered that thousands of OEMMII were keenly interested in the so-called UFO phenomenology. The especially favourable conditions of spatial folding in those years, which extended from 1943 to 1978, had allowed access to the planetary system of your Sun not only to us but to other galactic civilizations.

 

They were not many, and the contacts our ships had with the Earth's atmosphere and subsequent landings came to a real number much smaller than that estimated by many specialists on EARTH. Our OAUOOLEEA came from various Stars endowed with advanced Civilizations. We did not know one another, except in a few cases, and we followed the rule of not interfering in our respective missions. Only three galactic civilizations decided to leave expeditions permanently on various continents. A fourth, from a Star situated 96 light-years from Earth, whose name you could formalize as GOHO, visited you more times than all the others together, including us OEMMII of UMMO.

 

The anatomical morphology of these intelligent OEMMII beings betrayed them. Of small stature, with very atrophied arms and a large cranial cavity that gives them a large head, they were unable to mingle with the humans of OYAGAA. From 1948 (December) (Before our first expedition to Earth) they arrived on your Star and settled in small underwater bases. They were especially interested in the study of the Earth's biomass and especially the biology of its OEMMII, and they intercepted several YIIE and GEE (women and men) to analyse their bodies without harming them. When after some years they were able to satisfy their curiosity, they left. Even so, they let themselves be seen in their rapid interventions much more than other expeditions.

 

Two other planetary groups mingled with you easily thanks to the advantage of possessing, like us, an anatomy not very different from that of the OEMII of OYAGAA. Their aims were identical to ours, but their strategy was different.

 

They kept strict silence without ever making themselves known. Their ships were inevitably detected, like ours, and they established bases in the United States and the Soviet Union (the expeditionaries of one of them, Star ISSSSS, arrived in Angola in 1962, mingled among you around 1969 in the United States, the USSR and the Indian Union, and left OYAGAA in 1980. ISSSSS is situated 174 light-years from OYAGAA. All of them shunned any kind of contact with us.

 

None of these civilizations did you any harm, following rules that were more or less different but coincided in essentials with those derived from the Universal UAAA.

 

There was an exception. An expeditionary group sent agents to several countries of Asia and Europe. Two of them arrived in Spain before ABAEXII 4 son of ABAEXII 3 set his body in contact with the Iberian Peninsula for the first time. Years later, by means of their brain-control equipment, they connected with a Japanese citizen living in Madrid and then, through him, with another OEMMI named Fernando Sesma Manzano.

 

This civilization, very advanced in the study of the Cerebral Network and its function in the Multicosmos, saw a very interesting opportunity for themselves to use the humans of Earth as guinea pigs for their neuropsychological experiments.

 

Although on their Cold Star they have a civilization structured on strict moral bases, they disregard the UAA that oblige the rest of us to respect the evolution of other cold Stars with an inferior civilization.

 

With absolute contempt for the biological integrity of the men of Earth, they chose a broad sample of unfortunate humans and subjected them to mental manipulations.

 

Their victims to varying degrees (certain YIEE AND GEE were also subjected to control that induced various pathological conditions in them) were citizens of the People's Republic of China, Thailand, Indonesia, Japan, Italy, Greece and Spain.

 

In Spain the following brothers of yours were affected at different levels: Franco Muela, Fernando Sesma. Victoria Iruretagoyena, Alicia Araujo, Clemente Domínguez Gómez, Isabel Nido, José González Arena, Regina Sendrás, Julio Ferrándiz Sánchez. Eduardo Buelta, Francisco Montesinos López, Maria Asunción Cibeira, Francisco Ramallo, Maria Teresa Aymerich de Tapia, Estanislao Gómez Marfil, Pedro Vivancos García.

 

We had established our first base of action in Albacete, in an underground laboratory situated in the centre of the City, and later we moved to Madrid.

 

By this time we had already established an excellent source of contacts in several countries. The international expectation over the presence of UFOs, not only in the atmosphere but at landing points, had generated an intense collective psychosis.

 

Well over eighty-five per cent of the sightings were the result of errors of observation and adulterated versions from false witnesses. The news printed in the media in turn created new apocryphal accounts, so that in university and scientific circles the humans who took an interest in the subject were described as semi-illiterate or as prone to delusional ideas.

 

This lack of interest on the part of certain strata of the public authorities, the police forces and the sectors related to Science offered us an excellent alibi for being able to manifest ourselves without serious risk to humans interested in the extraterrestrial question. If printed or radio media paid excessive attention to our reports, it would be easy for us to throw up an opaque smokescreen, preventing the excessive spread of the news by circulating the story that it was the lucubration of some mentally disturbed person.

 

We had already tried out the strategy in Mexico, and in your own country, Spain, by choosing as hostess in Albacete an excellent YIEE who, however, suffered from psychopathological disorders. The reputation that surrounded your sister protected us from dangerous rumours during my brothers' stay in the Castilian city.

 

There were already groups in several countries whose members periodically received our reports, studied them attentively and in exchange had promised to keep strict silence. They were almost convinced of our identity.

 

A brother of mine, UDIEE 36 son of UDIEE 34, had such confidence in the Canadian group that, in the first precedent in our history in relation to OYAGAA, he agreed to hold a meeting with the members of the group. It consisted of nine GEE (males) and twelve YIEE (women)

 

They, like other groups in Australia, Great Britain, the Federal Republic of Germany, Zimbabwe... have been faithful to their commitment to keep our existence confidential.

 

Through a publication directed by your brother Joaquín Valdés Sancho, we learned in Spain of the existence of another brother of yours, Fernando Sesma Manzano. A decoding of text had revealed to us the existence of a cryptic message which he could not possibly have known without having established contact with some extrasolar civilization.

 

At that time we were determined to form another group in Spain, and we had already attempted other contacts with uneven results.

 

Fernando Sesma received the first telephone calls with a certain distrust. We gathered a great deal of data on his neuromental structure through his phonation, and we understood that his intellectual-emotional patterns could be affected more favourably by sending him a message engraved on the enamel of a stone. Thus began the first telephone dialogues with your unfortunate brother (1965), later the victim of the infamous manipulations of other intragalactic beings.

 

But despite our repeated pleas that he keep silent about the reports we sent him, written by my brothers in a language accessible to him, he devoted himself to spreading their content with visceral enthusiasm, accepting interviews with journalists who soon printed data about our existence in some media of the time.

 

At first my brothers felt uneasy and suspended the mailings for some time. They even wanted to contact your brother the painter Enrique Gran, whose works they had so admired.

 

He was an intelligent and sensible OEMMII, and we wanted him to act as an intermediary with Sesma to convince him of the need to declare to the Press that the whole UMMO affair was a vulgar hoax.

 

Our physical presence, and the provision of a proof, would make him aware of the seriousness of the matter.

 

But your brother Gran, whom we had summoned to a specially studied place, would not accept the meeting. He must have dismissed it as a joke, or prudently thought that it might be a risky trap.

 

It was impossible to influence the mind of Fernando Sesma. In successive telephone dialogues we pointed out to him the enormous danger he ran by continuing to maintain relations with the group that called itself “Saliano”. Immediately these acted on his amygdaloid formations, causing him a timed amnesia about the content of our conversation with him, or forcing him to tear up letters in which we gave him the same warnings.

 

My brothers were on the point of abandoning all action in Spain. The reality of our stay in the Peninsula could not have generated more unfortunate events. In Albacete we had been on the point of causing a very serious epidemic of incalculable consequences by not adopting stricter precautions. Through our fault an innocent YIEE [4] was involved in a judicial process. In Valencia a brother of ours, obliged to stay at an inn of ill repute, had become involved in a murky police affair concerning some poor prostitutes, and they had been on the point of identifying us; and now “the whole Country” was learning of our existence through the indiscretions of your brother Fernando Sesma.

 

But this time, to our great joy, my brothers discovered with delight that not only was it false that the spread had extended, as they believed, “throughout the whole Country”, with the risk of the news leaking out to all OYAGAA, but that the spread of such news had died down rapidly, and that the sector of the Social Network that had read those data assimilated them almost with indifference.

 

For us this was sensational news. My brothers of that time did not yet know well the mechanisms of logical intellectualization that governed the network of minds on OYAGAA. The popular assessment of any data provided by believers in Ufology acted as a brake.

 

A fascinating field of experimentation was offered to us regarding the levels of suggestion and credibility in the flow of data provided to a Social Network. We understood that it was possible to proclaim, with all the technical means of resonance through data-dissemination channels, a truth, and to manipulate the degree of its acceptance by broad strata of the population. We saw clearly that even if we were captured and decided to reveal our identity, we would manage not to be believed.

 

Thanks to your brothers in Spain, we discovered that many of the laborious and costly precautions we had set in motion so that no information about our stay on OYAGAA would leak out were useless.

 

Faced with the accomplished fact that a fraction of the Spanish people had learned of our existence, we chose to pursue the social experiment and to tolerate, under control, the dissemination.

 

We already know that there is a threshold of spread of these data which may nevertheless prove dangerous; for this reason it has worried us that too many texts about UMMO have been published, above all in Spain. We feel great affection for your brothers Antonio Ribera, Juan Aguirre and Enrique López Guerrero, and we know that they have used their freedom rightly in publishing an important part of our reports, but understand also that we were obliged to adopt corrective measures, suspending or reducing the sending of data, as we did when the text entitled UMMO Otro Planeta habitado (Editorial Espejo Madrid 1967) was published

 

Understand, therefore, that at this moment it is in our interest that the dissemination of our identity be greatly reduced. In truth, we are not much worried that our plans for controlling OYAGAA in the event of grave danger to its biosphere, set out in as elementary a form as we do in this writing, should leak to the operational departments of the various states, for two reasons:

 

They are not going to believe us.

Even if they foresee the risk and learn of our project, we have sufficient means to choke off all resistance.

 

But we are concerned that the micro-networks of connection, so laboriously formed in different countries and made up of peaceful and innocent brothers of yours interested in our culture, might suffer some kind of extortion. [3]

[1] In the first days on OYAGAA the decision had been taken to create underground bases and not to establish any contact with the inhabitants of the Country France.

When my brothers discovered that by wearing clothes similar to the garments of

OEMMII of Earth they could pass unnoticed in the cities, contact became habitual, but the rigid criterion of not identifying ourselves was maintained.

 

Our archaeological work soon began. Valuable pieces were discovered and objects located in museums were captured in images. All the pieces obtained were sent to UMMO to be reproduced exactly so that they could be returned to you in the future.

 

But this created an ethical problem for us. We felt obliged to reciprocate by providing you, in exchange, with information about our culture.

 

This was the reason for the decision to establish a bridge of data with selected OEMMII of

OYAGAA.

 

Our scheme regarding the reception these reports would have was this:

 

 

Such a rational scheme, however, proved not to be transferable to your neuroencephalon. Many of your brothers contemptuously threw away the typed sheets and, surprisingly, others accepted our identity without proof, with an almost superstitious fear or a deep respect that we did not deserve, since the letters contained no consistent corroborating contributions. Brothers of yours in Australia and Canada even abandoned their beliefs to immerse themselves in a cult of our civilization and even of our bodies, which we could not tolerate, since we knew that this mental attitude was harming them. So we had to resort to gentle corrective measures (You must remain faithful to your scientific paradigm, your religion and your culture)

 

On the other hand, we immediately grasped the need for those brothers of yours to merge into small groups, committed to keeping absolute confidentiality and to studying attentively the foundations of our culture, not to assimilate it in place of their own but as anthropological information about another intragalactic civilization.

 

But for us it was extremely important to begin a cycle of fascinating anthropocosmological experiments. You know that in our research on the Multicosmos we have discovered the extremely important function of the human brain within the multiple Universe.

 

A neuropsychic behaviour founded on UAAA (moral) norms exerts singular actions on the Universeon its BUAWEE BIAAEII and on the structure of cosmological matter (You can study these principles in reports we have sent you).

 

The importance of a micro-network structured on social bases capable of generating negentropy, that is, on ethical foundations, you cannot imagine.

 

Scientifically assessing the effects of a small Social Network on another cold Star upon the B.B. of that PLANETARY NETWORK was of incalculable value to us.

 

It was lawful for us to carry out experiments, since urging a small, very small group of humans of OYAGAA to establish bonds of fraternal friendship, love of study and ethical conduct, without renouncing their religious, patriotic or scientific ideas, did not violate any moral principle.

 

This experiment has been carried out (and its process continues) in several nations of your geocontinents. These are social neoformations of no more than fifty OEMMII in the largest group and six OEMMII in the smallest (including GEE and YIIE (men and women)). Their members have committed themselves to keeping absolute secrecy about our communications, as in watertight compartments.

 

After this project had begun, another pressing need arose to count on these OEMMII for another possible future mission. The present report speaks of this.

[2] Among the physiological peculiarities of our organism (which, although in other respects it differs somewhat from the human structure you possess, is in essential features similar to the anatomy of OYAGAA) is our photodermal sensitivity.

 

Our fingers, in the dermis of their third phalanx, have neurophotoceptive sensors capable of visualizing diffuse images (not with the same resolution as the retina), which are very useful to us in our research activity.

 

All the OEMMII of UMMO, both YIIE (women) and GEE (males), are born with this sensory capacity (colours are perceived differently and with less sharpness).

 

Those of my brothers who need to use their fingers for other (prehensile) functions see these perceptive functions reduced and even cancelled within a few years (of course no pain is experienced if finger pressure is exerted), but those of us who devote ourselves to research have been educated not to use our fingertips in tasks that involve intense pressure on the epidermis.

 

Accidental or sporadic muscular tensions in those areas do not exert an appreciable ananeuronal action on these photoceptors, but if we repeatedly punished our fingers with activities such as striking the keyboard of one of your machines, we would end up atrophying our precious optoneuronal function.

We have already pointed out to you that the attitude of Iberian citizens has not harmed us (Although in a first phase we did come to fear it); on the contrary, it has allowed us to begin social experiments on behaviour in the face of the dissemination of news of this kind, which are very interesting for us.

 

But on the other hand those harmed have been you, and this worries us because of the later consequences that might befall you

 

Besides making a direct communication with you impossible, in which one of my brothers might have established personal contact, as has happened with groups and with a few brothers of yours in Spain, you have become a target of certain intelligence services, as you have been able to verify on some occasions.

 

We do not seriously believe that agents of these intelligence groups will do you any real harm; but we must warn you that if you decide to continue in postal or telephone contact with us, you will be the object of annoying surveillance and possible future extortion.

[4] Although we hold ourselves responsible for the very serious incident that took place in the city of Albacete (Spain), since we should have adopted more severe precautions, it must be recorded that at that time the experiments were being carried out under very difficult conditions.

 

The attempts to install armoured doors in the Basement laboratory came into conflict with the refusal of your brother José María Bassols to allow armoured elements into the building at Mayor 58 (Albacete) that might arouse the suspicions of porters and neighbours. Although these objections seemed reasonable, later events proved us right. Had the entrances been armoured, a chain of events would not have been unleashed that could have led to one of the most terrible epidemics OYAGAA has known.

 

A second error was entrusting your sister Luisa Ballery with buying the security locks for the doors at a hardware shop. Before handing them over to my brothers she managed, no doubt moved by curiosity, to obtain a copy of the keys.

The furtive entry of those two YIIE into the laboratory, probably without the authorization of your sister Margarita Ruiz de Lihory, was a truly fatal event, since one of them was contaminated and then transmitted the viral entity to other OEMMII of the city of Albacete.

 

We can affirm with certainty that the accusation that my brothers, before setting off on their journey, mistakenly left the access to the laboratory open is completely unfounded. What is more, there was a second inner door, which was forced by the women, carried away by their exacerbated curiosity.

 

One must understand in any case that the secrecy surrounding our activities, not even known to the Owner of the building and your brother Bassols, greatly intrigued everyone who in some way knew of our stay there. Your sister Margarita Ruiz had a very authoritarian character and managed to silence all the criticisms made by her daughter Margarita and other humans, but evidently she was unable to prevent the unfortunate violation of the reserved rooms.

 

The accusations that we had to resort to monetary bribery in Albacete and Madrid in order to try to stop the confidences (which certain OEMMII inevitably began to make about the reality of the facts) do not take into account that it was necessary for us at that time to prevent the news of our stay from making its way into the channels of communication. It is true that my brothers had to pay out appreciable sums, but on the other hand the insinuated charge of the deaths that occurred afterwards, which are attributed to us without the slightest foundation, is totally unjust and false. What is certain is that the news of the severing of the hand of that sister of yours who died so tragically, and the removal of other anatomical structures, and the rumours about our existence that inevitably spread among the authorities who dealt with the case, later attracted other foreign agents, who understood our involvement in the studies we were carrying out in Albacete. It was these Brothers of yours of American nationality who seriously extorted OEMMII from the circle of this kindly YIIEE Margarita Ruiz de Lihory. Although we have no proof of it, we do not rule out that some of those strange deaths might be due to their activities, although we do not rule out either that this singular chain of deaths -which also caught our attention- was the result of chance.

 

The only suspicion that such agents were involved in the physical elimination of Spanish humans is based on a document reproduced by us dated 22 October 1980 (Communication of the internal service of an American entity). A communication dated in Albacete and addressed to one Michael F. Fowler, who at that time was living in a Hotel in Murcia (Spain), in a coded message decrypted by us, which mentions investigations carried out by the Spanish subject resident in Albacete, José García Martínez (journalist), although the document does not refer to his profession. Two words in the said report that were not decrypted may mean that such “individual should be neutralized ¿? in scenario H-2”. The translation “neutralized” is ours and perhaps it meant something else. Nor have we been able to establish the nature of that “scenario H-2“

 

All the nervousness of the U.S.A. agents in these days has one origin:

 

In January 1954 my brothers hurriedly abandoned the underground laboratory in calle Mayor. An exhaustive sweep was made to recover our equipment, whose technology, if discovered by the authorities, might arouse intense interest. Animal remains had to be hidden hurriedly in jars and boxes, and only ordinary surgical material of Spanish origin was left behind.

 

But we certainly did not reckon with an incident that became inevitable.

 

The same morning on which it was decided to move Margarita Shelly to Madrid, my brothers had given the old maidservant a valuable box so that she would have it delivered, through a second YIIEE, to a certain address. My brothers were to accompany the party of the sick woman and her Mother, in a separate vehicle, to the capital of Spain. They of course did not know how events were going to unfold in Madrid.

 

The intervention of the Madrid Police left time only, before the Albacete authorities intervened, to clear out the underground laboratory as we have just related, but that valuable case could not be recovered.

 

It contained a gas chromatograph of very small size. This is a very rudimentary instrument, but useful for the range of research my biologist brothers were carrying out at that time. In those years we brought from UMMO only the indispensable research instruments, for fear that they might fall into the hands of humans of Earth. The rest of the equipment we either bought directly from specialized firms in West Germany and France or, like that chromatograph, we resorted to a mixed system. The technology was entirely of OYAGAA, but we manufactured it expressly with miniaturization methods that even at that time would have seemed extremely advanced to your specialists.

 

The chromatograph in question was broken and my brothers in the city of Albacete urgently needed to repair it.

 

When, after a few months, my brothers contacted the maidservant again, they could not find out what had happened to that box. Neither offers of money nor pleas were enough to overcome the silent attitude of that sister of yours. She stubbornly insisted that after the whole dramatic story of Margarita the case had been “lost” and that she did not know where it had gone.

 

The real version of what happened we were able to learn, paradoxically, not in Spain but in the United States of America.

 

In February 1954 comments were made in the offices of the Dirección General de Seguridad in Madrid and at the Ministry of the Interior about the Strange circumstances surrounding the incident at calle Princesa 72, with reference to the forensic report on the hand of the unfortunate Margarita Shelly. It was inevitable that the experts would observe that the technique of ablation was not the usual one in clinical circles, still less if it had been performed by a layman. In addition the Police knew that “persons outside” the family of doña Margarita Ruiz de Lihory were involved in this whole affair.

 

The US embassy had, as has been customary for the last 48 years, its own agents both inside the Ministry of the Interior and in the D.G.S. They immediately realized that the affair was much more important than the press of the time allowed to show. A team of experts was sent to Albacete, to Barcelona and to the estates of Doña Margarita. We do not know the circumstances in which our chromatograph was seized by them, but this is what happened.

 

The examination of the device in the laboratories in Atlanta baffled them. That was to be expected. The analysing apparatus, although it had some components of German manufacture, was practically built by us; the alloys, polymers and glass used were also of OYAGAA, but not its sophisticated design and certain aspects of the machining of the parts. Moreover the equipment bore no maker's mark, not even an identifying logo.

 

This discovery generated a new policy on the part of the American intelligence services, who intensified their investigation of our group. Perhaps these events will help you to understand certain aspects of our attitude on OYAGAA.

We can tell you in advance that we have arranged the process so that in the first phase the leaders of the State affected by our intervention are unaware of the origin of the manipulation of their brains.

 

The OEMMII affected becomes aware of some alterations of his mental state, which he attributes to signs of stress, anorexic exhaustion, depression, symptoms of anxiety, fleeting fainting fits followed by amnesia, and short-lived episodes that will remind you of Ganser syndrome

 

The disturbances will be so rapid that the ruler affected will probably decide to ignore them, or they will be the subject of a trivial consultation with specialized clinicians, who will probably not grasp their true pathogenesis. Under these conditions free will is totally cancelled, and the decision-making patterns will be manipulated carefully so as not to arouse suspicion among the lower-ranking governing cadres.

 

We will thus prepare the BIIEYUU XOOE phase, in which my brothers will request an urgent audience with those heads of state, forcing them to grant it, in the course of a crisis generated by us and carefully controlled.

 

In the course of these interviews my brothers will openly show their identity, providing conclusive proofs, and demanding a progressive and secret transfer of power. Your governing brothers, fully aware of the seriousness of the situation but without the neuropsychic capacity to decide for themselves, will consult their own cabinets, most of whose members will have undergone a similar corticonuclear manipulation.

 

In an immediately subsequent phase, the area of governmental cadres controlled by us will be sufficient for all the important decisions of the legislative chambers and of the executive to be operationally under our censorship, and for the most important lines of the cabinet's decision-making power to be dictated by my brothers. The framework of judicial power will not be affected in these first phases, nor will the ecclesiastical authorities and other institutions independent of the state.

 

On reaching this point, we think a serious fear may take hold of you. Can it really be true that we OEMMII of UMMO are not planning a planetary coup d'état to suppress your freedoms and achieve dominion over the structures of power, with the excuse of freeing you from a catastrophe?

 

We are aware that that is not our intention, but we understand the impossibility of offering you proofs of our upright attitude.

 

Reflect, however, that if we were secretly planning an imperialist usurpation of power without justifiable cause, there would be no reason to warn you in these pages, although it is also true that our technical capacity to control your executive bodies would make any attempt to oppose this project ineffective, and that the leaking of these typed pages to government bodies of the USA, USSR, G. Britain... would serve no purpose.

 

We appeal in any case to your intuitive capacity. Your brothers have for a long time received information about our culture. We believe you know us well enough to have formed a schematic idea of our morality.

 

 

 

Rest assured that we are not going to resort to the usurpation of your full sovereignty (Even knowing that the concept of popular sovereignty in your countries is fallacious) unless there were a terrible danger of extinction for humanity.

 

 

 

If this case arose: FIRST: We would ask of you only the function of intermediaries. SECOND: We would hold responsible those who, having kept silent, had hindered an action clearly aimed at saving the hominid species. THIRD: Once a new model of society had been generated founded on moral bases inspired by the OEMMIWOA Jesus of Galilee, we would cede power gradually to executive, legislative, judicial and moral-guardianship bodies made up exclusively of OEMMI of OYAGAA.

 

Our mission would have been centred on structuring that model and on creating an International Network of information processors based on new technologies of switching and propagation of data (photonics), whose function, directed towards the development of decision models (Government, research, economic control...), we need not explain to you.
